The U.S. Department of
Education gave Anoka-Ramsey Community
College perfect scores on its grant writing
competition for Upward Bound, and awarded
the College two programs scheduled to
begin Fall 2003.
The first program received a grant totaling
$234,624 and will serve 50 students in
the Anoka, Blaine, Champlin Park, and
Coon Rapids High Schools. The second program
received a grant of $220,000 and will
serve students in the Osseo, Park Center,
and Spring Lake Park High Schools.
“There were many strong letters
of support that showed the huge need for
this program in the target area,”
says Cindy Nutter, Anoka-Ramsey Community
College’s Director of Trio Programs.
“Even with these two programs, we’re
only serving 5.5 percent of the eligible
students.”
To enroll in Upward Bound, students must
be first-generation college students and/or
be living at a modest income level.
The goal of Upward Bound is to support
High School students – from ninth
through twelfth grade – who have
the potential to succeed and a desire
to attend college but may not possess
the necessary tools to do so. This support
includes tutoring at their high school,
academic advising, Saturday workshops,
a six-week summer program, college campus
visits, paid summer work-study positions,
tuition-free college courses for high
school seniors and more. A student may
even earn up to $40 a month for maintaining
good academic standing and attendance.
Upward Bound requires students to stay
in High School, receive good grades, enroll
in college prep courses and enroll in
post-secondary courses, not necessarily
at Anoka-Ramsey Community College.
Upward Bound students are four times
as likely to graduate from college as
students from similar backgrounds who
