Policy Proposal Process
Click here for PDF copy.Any Anoka-Ramsey Community College student or employee may submit a policy proposal. The purpose of the proposal can be 1) to establish new policy, 2) to amend current policy, or 3) to repeal current policy. However, if the rationale for a proposal is to address only technical changes in a current policy, then the proposal process is not required.
Following is the process for policy proposals:
1. Proposals for amendment or repeal should be submitted in legislative format and should have the word DRAFT and a proposal date on the document. Text of current policy can be obtained from the Management Analyst in the President’s Office or from on the college’s website.
2. Policy proposals, including rationale for the proposal, must be submitted to the President’s Office for publication in the College Bulletin and to the Management Analyst for publication on the college’s policy and procedure comment page.
3. The President and the Cabinet/President’s Council will review all proposals.
4. Individuals should provide input to the President through the policy and procedure comment page or their representative groups. If a constituent group does not have a formal process, the president welcomes email from individuals as well. Constituent groups consist of: AFSCME, Commissioner’s Plan, FSGC, MAPE, MMA, President’s Cabinet, President’s Council, & Student Associations.
5. Once a policy proposal has been reviewed by either FSGC or AASC the President’s action is announced. The President can take action on a proposal ten (10) days after the FSGC’s meeting or one month after publication of a proposal in the College Bulletin. If a group desires additional time for discussion, the group must submit their request to the President within 10 days after the FSGC meeting. The President has the freedom to appoint a task force to study the proposal.
6. Actions on policy proposals are published in the College Bulletin.
7. When the President approves a policy proposal, it will be updated in or added to the physical copies of the Policy & Procedure Manual and the college’s website.

Anoka-Ramsey Administration maintains inherent managerial right according to Minnesota State College Faculty (MSCF) Article 6, Section 1.
