POLICY 1B.1 Nondiscrimination in Employment and Education
Opportunity
Disability Discrimination and Harassment
Anoka-Ramsey Community College supports students with
disabilities through its Access Services Office. Discrimination
or
harassment against persons with disabilities is prohibited
by college policy and state and federal law.
Disability Discrimination
Anoka-Ramsey Community College is dedicated to the rights
of every individual in our learning community. Disability
discrimination, as defined by law, is conduct that is
directed at an individual because of his/her mental/physical
disability, or that of his/her spouse, and that subjects
the individual to different treatment by employees without
legitimate non-discriminatory reason so as to interfere
with or limit the ability of the individual to participate
in, or benefit from, the services, activities, or privileges
provided by the college.
Disability Harassment
Defined as verbal or physical conduct that is directed
at an individual because of his/her mental/physical disability
or that of his/her spouse, and that is sufficiently severe,
pervasive, or persistent so as to have the purpose or
effect of creating a hostile work or education environment,
disability harassment may occur in a variety of relationships.
A student with a complaint about disability discrimination
or harassment should contact the ADA Coordinator, at 763.433.1350
on the Coon Rapids Campus.
Racial Discrimination and Harassment
Anoka-Ramsey Community College prohibits racial discrimination
and harassment and is committed to providing a welcoming
environment for all students. The college strives for
the development of a multicultural learning community,
promoting acceptance and respect for all students,
faculty and staff.
Racial Discrimination
ARCC policy and state and federal law prohibit racial discrimination.
Racial discrimination is defined as conduct that is directed
at an individual because of his/her race, color, or national
origin or that his/her spouse and that subjects the individual
to different treatment so as to interfere with or limit
the ability of the individual to participate in, or benefit
from, the services, activities, or privileges provided
by the college or otherwise adversely affects the individual’s
education.
A student with a complaint about racial discrimination
should contact the sexual harassment officer.
Racial Harassment
College policy prohibits racial harassment. Racial harassment
is a form of race discrimination that is also prohibited
by state and federal law. Racial harassment is defined
as verbal or physical conduct that is directed at an
individual because of his/her race, color, or national
origin or that of his/her spouse and that is sufficiently
severe, pervasive, or persistent so as to have the purpose
or effect of creating a hostile work or educational environment.
Racial harassment may occur in a variety of relationships,
including faculty and student, supervisor and employee,
student and student, and staff and student.
Sexual Discrimination, Harassment and Violence
Sex Discrimination
Anoka-Ramsey Community College acknowledges its legal
and moral responsibility to ensure equal employment
and educational
opportunities with no discrimination based on race, creed,
disability, color, religion, national origin, sex, age,
marital status, sexual orientation, public assistance
status or inclusion in any group or class protected
by State or
Federal law.
Sex discrimination is defined as conduct that is directed
at an individual because of his/her gender, or that of
his/her spouse and that subjects the individual to different
treatment so as to interfere with or limit the ability
of the individual to participate in, or benefit from, the
services, activities, or privileges provided by the college
or otherwise adversely affect the individual’s education.
A student on the Anoka-Ramsey Community College Coon Rapids
Campus with a complaint about sex discrimination should
contact the sexual harassment officer.
Sexual Harassment
Anoka-Ramsey Community College’s policy and Minnesota
State laws against sexual harassment provide that everyone
has the right to work and obtain an education or public
services free from harassment. Sexual harassment is the
use of unwanted, unsolicited sexual advances to gain power
over someone else. Forms of sexual harassment include sexist
remarks or behavior, constant offensive joking, sexual
looks or advances, repeated requests for dates, unwelcome
touching, and promise of reward for sexual favors.
Complaints about sexually harassing behaviors do not have
to be formal, signed complaints. They may be told in confidence
to one or both of the Designated Sexual Harassment Officers
who will make every attempt to maintain confidentiality
if there is an investigation. Signed, formal complaints
will be investigated and disciplinary action taken if warranted.
Questions concerning whether the behavior was sexual harassment,
whether an investigation of the incident is recommended
or required, or how to file a complaint should be directed
to the designated sexual harassment officers.
Sexual Violence
Sexual assaults, date rape and other forms of sexual violence
are illegal. Acts of sexual violence are criminal behaviors
and create an environment contrary to the goals and mission
of the college. Acts of sexual violence include:
- Forcible acts, which include non-consensual
sexual contact
- Non-forcible sex acts such as incest and statutory rape

The threat of an act of sexual violence, such as touching,
patting, grabbing, or pinching another person’s
intimate parts including attempting or threatening
to do so
Questions and reports of sexual violence should be directed
to the Vice President for Administration, Business Office,
763.433.1469, or the Vice President of Educational Services
at 763.433.1415, and the local city police at 911.
Anoka-Ramsey Community College will not tolerate discrimination
or harassment based on sexual orientation.
Sexual Orientation Discrimination
As prohibited by college policy and state law, sexual orientation
discrimination is defined as conduct that is directed
at an individual because of his/her gender, or that of
his/her spouse, and that subjects the individual to different
treatment so as to interfere with or limit the ability
of the individual to participate in, or benefit from
the services, activities, or privileges provided by the
college or otherwise adversely affect the individual’s
education.

state law, sexual orientation harassment is defined as
verbal or physical conduct that is directed at an individual
because of his/her sexual orientation and that is sufficiently
severe, pervasive or persistent so as to have the purpose
or effect of creating a hostile work or education environment.
Sexual orientation harassment may occur in a variety
of relationships, including faculty and student, supervisor
and employee, student and student, and staff and student.
A complaint about either sexual orientation discrimination
or harassment on the Coon Rapids Campus should be directed
to a sexual harassment officer.
